Yoshikage
The name is probably Yoshikage.
The date is January 1945.
It has a "Seki stamp".
It is signed "tachi mei", which is unusual for a WWII blade.
It's a fairly low-quality blade, based on what your pictures show, and also because it was made in 1945 (little or nothing of quality was made in 1945).

I don't have an opinion about value, and there's not enough info anyway - would need to see the rest of the blade, etc.
Also, you should have mentioned that you did not own this blade, and were considering buying it. It's polite to say what your situation is...
